The Miami Valley Regional Planning Commission (MVRPC) is developing a comprehensive Road Safety Action Plan.
MVRPC was awarded a Safe Streets for All (SS4A) Planning Grant to create a SS4A Comprehensive Safety Action Plan. This discretionary program, funded by the Infrastructure Investment and Jobs Act (IIJA), provides $5 billion over five years (2022-2026) to invest in the nation’s infrastructure. The plan aims to enhance safety and prevent roadway deaths and serious injuries in the Miami Valley region, focusing on Greene, Miami, and Montgomery counties and portions of northern Warren County.
The Safety Action Plan consists of eight components:
- Leadership commitment and goal setting
- Planning structure
- Safety analysis
- Engagement and collaboration
- Equity considerations
- Policy and process changes
- Strategy and project selections
- Progress and transparency
Throughout 2025, MVRPC will collaborate with local agencies and regional partners to gather data, identify high-risk locations, and seek public input on transportation safety improvements. This information will help create a list of projects and priorities, including infrastructure enhancements and programs that benefit all road users, such as transit users, pedestrians, cyclists, and drivers.

Why is the MVRPC Creating an SS4A Action Plan?
MVRPC, like many agencies across the United States, is developing an SS4A Action Plan to improve transportation safety for all road users, including pedestrians, cyclists, motorists, and public transit users. This plan reinforces MVRPC's commitment to public safety, equitable access to transportation, and enhancing the overall livability of the Region.
The SS4A Action Plan is the first step in identifying problems and solutions to make the Miami Valley Region safer for everyone. We aim to find creative ways to fund and implement low-cost, high-impact safety solutions. MVRPC looks forward to collaborating with our partners on various elements of the Action Plan. This includes participation in data gathering, developing alternatives and recommendations, and prioritizing strategies to address safety throughout all areas of our region.
The Action Plan will yield three main deliverables: data analysis, policy recommendations, and a prioritized list of projects to improve roadway safety throughout the region. Once the Action Plan is complete, the prioritized list of projects will be eligible for funding from various sources, including federal discretionary grants and local funding. Due to limited federal funding, some projects will need to pursue funding through local Capital Improvement Plans, State and Federal funding programs, other MPO programs, or private developer contributions.
What is the timeline?
The Plan (and associated public engagement) will take place over a 12-to-14-month period and is expected to be completed in early 2026.
How can I participate?
The success of the Action Plan will depend on input from those who travel the Region’s roadways, whether driving, walking, or biking. MVRPC will be asking residents and stakeholders to get involved and will be asking you to provide feedback through various channels.
