In accordance with the Water Pollution Control Act amendments of 1972, MVRPC serves as the Designated Water Quality Planning Agency for the 5 county Miami Valley Region. In this role, MVRPC prepared and continually maintains the Areawide Water Quality Management Plan (AWQMP).
The Plan consists of a central document plus a series of linked documents, reports, studies, and maps that describe the Miami Valley Region’s water resources, identify sources of surface and groundwater pollution, and recommend strategies for addressing them. A major element of the Plan is the individual Wastewater Treatment Facility Plans that are developed and maintained by the wastewater treatment providers in the Miami Valley Region. These Plans outline protocols for providing centralized wastewater treatment in efficient manners that also protect valuable water resources.
The AWQMP was formally updated in 2011, in a fourteen-month planning process resulting in a streamlined document. The plan update also included an update to the GIS mapping of facility planning areas covered in the five counties. Wastewater Treatment Facility Flow Rate Data Review
In 2022, MVRPC staff requested and received Discharge Monitoring Report (DMR) data for all wastewater treatment facilities serving communities in the Miami Valley Region. Provided in spreadsheet format by Ohio EPA, the data covered five full years (60 months) of reported daily flow rate for each facility.
MVRPC reviewed that data to better understand the current status of available plant capacities across the Region. Using a methodology that is detailed in the report (and reviewed by the Management Agencies that operate the facilities) the Flow Rate Data Review sorts the wastewater facilities in our Region into tiers based on the percent of design capacity at which the facility typically operates. Facilities were categorized as either an “Immediate Concern,” “On Watch,” or “No Concern.”
The Review report suggests three uses for this methodology and data:
- Consideration of new permits-to-install (PTI) for wastewater collection infrastructure
- Consideration of Facility Planning Area boundary changes
- Planning for future Climate Change
