b'Outstanding Partnering Examples with ODOT toKeep Funding for Regions ProjectsIn May 2023, the activities in Washington collided with our everyday work here at MVRPC. The highly political budget debt ceiling negotiations had been underway in Washington since April. As the time was nearing based upon a deadline set by the Treasury Secretary, each side in the negotiation was seeking cost cuts or additional benefits so that the nation wouldnt default on paying its bills. We learned in early June that the unspent funds related to the Coronavirus Relief programs could be at risk for clawback to the Federal government. After several calls and emails with ODOT Director Jack Marchbanks, ODOT intervened on our behalf to authorize or obligate those funds because quick action was needed to avoid losing funding for key regional projects. The entire Miami Valley is grateful for Director Marchbanks and the ODOT staff for tracking this issue and aggressively securing the funds so that these remain as committed to our members projects.Projects in this group included: Centerville Station Road from Clyo Road to Braewood Trail in CentervilleNorth Elm Street from Morgan Ditch bridge to the Marathon gas station driveway in Troy Washington Road from SR 718 to SR 41 in Miami County Salem Bend from Olive Road to Westbrook Road in Trotwood Union Road from the south corporation limit to Manning Road in Miamisburg Dayton-Yellow Springs Road from Skyhawk Court to Gateway Drive in FairbornMVRPC Discretionary Federal Funding Program UpdateThe MVRPC Board of Directors approved $49.7 million in federal transportation funds for 43 roadway, bikeway/pedestrian, transit, and planning projects. MVRPCs regionally-controlled Surface Transportation Program (STP), Transportation Alternatives (TA) and Carbon Reduction (CR) funds as well as the statewide Congestion Mitigation/Air Quality (CMAQ) funds will finance over $76.3 million in transportation projects when matched with local dollars. All the projects are located in MVRPCs Metropolitan Planning Organization (MPO) area, which includes Greene, Miami, Montgomery, and northern Warren Counties. In accordance with the Statewide CMAQ Policy, projects recommended for CMAQ funding by MVRPCs Board of Directors will subsequently be submitted to the Statewide CMAQ Committee for final consideration for funding during the next solicitation cycle. This solicitation process started in September 2022, when MVRPC requested projects from member jurisdictions that would be eligible for STP, CMAQ, TA and CR funds. By the October 6, 2022 deadline, 51 applications for projects with a total cost of over $90.8 million had been received. The applications were then made available for public comment and subsequently ranked using adopted criteria. A list of the recommended projects was reviewed by MVRPCs Technical Advisory Committee and then by MVRPCs Board of Directors for approval.
