DISCOVER SHARED SOLUTIONSMVRPC opposed this proposal to suspend user fees because the 2021 DEVELOP REGIONAL PRIORITIESInfrastructure Investment and Jobs Act (IIJA) is mostly funded by the Highway Trust Fund (HTF), which receives revenue from the federal gas tax. The HTF is underfunded due to increased vehicle fuel efficiency and rising costs. Based on Congressional Budget Office estimates, the proposed ten-month suspension of the federal gas tax would deprive the Highway Trust Fund of over $20 billion intended for surface transportation projects through the IIJA. Any such suspension would have seriously undermined the new infrastructure funding by threatening its funding streams and jeopardizing full implementation.Among others, the IIJA finances the Surface Transportation Program (STP) which provides flexible funding that may be used by State and local governments for projects to preserve and improve the conditions and performance on any Federal-aid highway; bridge and tunnel projects on any public road; pedestrian and bicycle infrastructure; and transit capital projects, including intercity bus terminals. In the Miami Valley Region, these funds are sub-allocated to MVRPC for project selection for Regional transportation projects. PROJECT COMPLETED WITH STP FUNDINGSalem Avenue from Manhattan Avenue to North Avenue reconstruction including new street pavement, curb, sidewalk, street lights and catch basins.
