The Plan consists of a central document plus a series of linked documents, reports, studies, and maps that describe the Miami Valley Region’s water resources, identify sources of surface and groundwater pollution, and recommend strategies for addressing them. A major element of the Plan is the individual Wastewater Treatment Facility Plans that are developed and maintained by the wastewater treatment providers in the Miami Valley Region. These Plans outline protocols for providing centralized wastewater treatment in efficient manners that also protect valuable water resources.
The AWQMP was formally updated in 2011, in a fourteen-month planning process resulting in a streamlined document. The plan update also included an update to the GIS mapping of facility planning areas covered in the five counties. Links to the plan chapters are provided below and the GIS information can be viewed on the Miami Valley Geo-Spark page, available on the MVRPC website.

MVRPC will host a Virtual Public Participation Meeting to review the Proposed Amendment to the Areawide Water Quality Management Plan.
MVRPC maintains the Areawide Water Quality Management Plan (AWQMP) which guides planning across five counties (Darke, Greene, Miami, Montgomery and Preble) for the protection of water resources including management of non-point source pollution and wastewater treatment. The proposed amendment to the AWQMP includes updates to policy and changes to the Facility Planning Area (FPA) boundary in one location.
The AWQMP delineates FPA, which are locations where sanitary sewers are or may be provided. MVRPC staff have worked with the City of Greenville (Darke County) on a proposed amendment to the boundary of the Greenville FPA area. This update will clean up the FPA boundary to include areas that the city of Greenville is already serving with sanitary sewer. It will not impact any other FPA boundaries.
Separate from the Greenville-specific update, and beginning in early 2026, MVRPC staff have been facilitating a working group of wastewater Designated Management Agencies (DMA) in a review of the MVRPC Facility Planning Policies, which were adopted in September 2005. The working group identified policy updates and language changes to reflect current practice, and the proposed updates to the policies are provided for public review and comment.

Areawide Water Quality Management Plan Documents
Wastewater Treatment Facility Flow Rate Data Review
MVRPC staff requested and received Discharge Monitoring Report (DMR) data in 2022 for all wastewater treatment facilities serving communities in the Miami Valley Region. Provided in spreadsheet format by Ohio EPA, the data covered five full years (60 months) of reported daily flow rate for each facility.
MVRPC reviewed that data to better understand the current status of available plant capacities across the Region. Using a methodology that is detailed in the report (and reviewed by the Management Agencies that operate the facilities) the Flow Rate Data Review sorts the wastewater facilities in our Region into tiers based on the percent of design capacity at which the facility typically operates. Facilities were categorized as either an “Immediate Concern,” “On Watch,” or “No Concern.”
The Review report suggests three uses for this methodology and data:
- Consideration of new permits-to-install (PTI) for wastewater collection infrastructure
- Consideration of Facility Planning Area boundary changes
- Planning for future Climate Change

Areawide Water Quality Management Plan Amendments | MVRPC
Amendments to the Areawide Water Quality Management Plan are subject to the approval of the MVRPC Board of Directors. Prior to Board consideration, amendments are reviewed by the MVRPC Technical Advisory Committee and the MVRPC Areawide Facility Planning Subcommittee. Amendments may touch on any topic area covered in the AWQMP, but practically speaking, most amendment activity is in the area of wastewater treatment Facility Planning Areas. Typically, the FPA are modified geographically to indicate new areas of service. Also, a FPA can be sub-divided to show areas of current service, expected future service and areas not expected to be served by sewers.
